SOCIAL AFFAIRS
I. EXCHANGES WITH THE HKSAR GOVERNMENT
The Honourable Tung
Chee Hwa Hosted a Banquet in Honour of the Association’s
Office-bearers
On 28 May, the Honourable Tung Chee Hwa,
Chief Executive of the HKSAR hosted a banquet in the Banquet Hall of
the Government in honour of the Association’s Office-bearers. And
the Association’s Chairman Dr. Liu Jinbao, Advisors Mr. Chen Xinhua,
Mr. Che Shujian, Mr. Hu Zhaoguang, Vice Chairman Mr. Wang Huiheng,
Dr. Fu Yuning, Mr. Chen Shoujie, Mr. Yang Chao, Mr. Li Fuyou, Mr.
Cai Laixing and Mr. Zhou Jie, Secretary Mr. Liu Guoyuan, Treasurer
Mr. Lam Kwong Siu attended the banquet. The Honourable Donald Tsang,
Chief Secretary for Administration of the HKSARG, the Honourable
Antony Leung, Financial Secretary of the HKSARG, and Mr. Joseph Yam,
Chief Executive of Hong Kong Monetary Authority were in accompany.
At the banquet, the Honourable Tung Chee-hwa expressed his
appreciation to the Association’s support for the HKSARG, and stated
that Chinese enterprises are a power with economic strength in Hong
Kong and also a power of maintaining stability of Hong Kong. The two
sides had a lively talk and exchanged views on Hong Kong economic
situation.
Cooperation with
InvestHK of the HKSARG
On 8 March, the Association had a joint party
with InvestHK. The Association’s Chairman Dr. Liu Jinbao, Vice
Chairman Dr. Fu Yuning, Treasurer Mr. Lam Kwong Siu, Executive
Director Mr. Lu Xiaochun and Mr. Zhang Xianlin presented themselves
together with a dozen of executives of member enterprises. On the
side of InvestHK, Mr.
Mike Rowse,
Director-General of Investment Promotion, Mr. Simon Galpin and Mr.
John Wan, Associate Director-General of Investment Promotion
attended the function. And Mr. Frederick
Lam, Deputy Executive Director of Hong Kong Trade Development
Council, etc., were also invited. The party helped to make the two
sides understand more about each other and laid down a base for
future cooperation.
On 24 June, the Association jointly held a
seminar on Hong Kong Investment Environment with InvestHK and
Department of Foreign Economic Cooperation of Ministry of Foreign
Trade and Economic Cooperation (MOFTEC), PRC, and over 100 people
attended the seminar. Among them, most were from the Association’s
member companies. Mr.
Mike Rowse,
Director-General of Investment Promotion,
Mr. Wu Xilin, Vice Director General of the
Department of Foreign Economic Cooperation of MOFTEC, and the
Association’s Vice Chairman Mr. Zhou Jie spoke at the opening
ceremony in turn. The participants had an extensive discussion on a
few topics such as HK’s business environment and advantages, the
main differences of accountant rules between the Mainland and Hong
Kong, etc. The Seminar was a great success, and helpful in promoting
mutual investment between Hong Kong and the Mainland.
Cooperation with
Independent Commission of Against Corruption
On 13 June, Independent Commission of Against
Corruption (ICAC) sponsored a workshop on ethnics in business,
jointly with the 6 member chambers of the Hong Kong Ethnics
Development Consulting Committee (including the Association), and
more than 150 people joined. The Association’s Vice Chairman Mr.
Zhou Jie attended the workshop, and Treasurer Mr. Lam Kwong Siu
presented himself as Vice Chairman of the Hong Kong Chinese General
Chamber of Commerce (CGCC). The Honourable
Alan Lai Nin, Commissioner of ICAC, delivered a speech and
chaired a ceremony to officially launch
Ethics in Practice - A Guide for Businessmen in
Shanghai and Hong Kong, which was
jointly produced by the Hong Kong ICAC and
the Shanghai Municipal People's Procuratorate,
containing practical reference for
cross-boundary businessmen on how to safeguard their rights and
interests by adhering to the anti-corruption laws.
And several distinguished speakers, including Mr.
Andrew L. T. Sheng, Chairman of
Securities and Futures Commission of Hong Kong, spoke at the
workshop.
To promote the overall ethnics management in
Hong Kong, Civil Service Bureau of the HKSARG and ICAC jointly
organized Leadership Forum 2002 – Ethnic Challenges For Business
and Government Leaders on 12 December. The forum was
co-organized by the 6 member chambers of the Hong Kong Ethnics
Development Consulting Committee, including the Association. The
Honourable Tung Chee Hwa, Chief Executive of the HKSAR, made an
opening speech, and the Honourable
Wong Wing-ping,
Secretary for the Civil Service,
and a few other distinguished speakers addressed from different
standpoints on the forum, followed by the closing remarks from the
Honourable Ambrose Lee, new Commissioner of ICAC. The Association’s
Chairman Dr. Liu Jinbao, Vice Chairman Mr. Zhou Jie, Treasurer Mr.
Lam Kwong Siu and Executive Director Mr. Yuen Mo attended the forum
together with some representatives of Chinese enterprises.
In the year 2002, the Association also made
contributions to drafting Ethnics@Work --- A Guide for Business
Managers in use of IT together with ICAC, Hong Kong General
Chamber of Commerce (HKGCC) and other 13 organizations, with the aim
to help managers to cope with ethnic challenges in business
environment with extensive use of IT technologies.
II. SUPPORTING THE LEGISLATION ON ARTICLE 23
OF THE BASIC LAW FOR HKSAR
Organizing Grand
Talk on Legislation on Article 23
On 20 November, the Association organized a
grand captioned talk --- Supporting the Legislation on Article 23
to Enforce the Whole Basic Law, and invited the Honourable Elsie
Leung, the Secretary for Justice of the HKSARG to speak to 900
workers from member companies. And quite a few leaders of famous
Chinese enterprises in Hong Kong also spoke in support of the
legislation at the talk. The talk, the most influential one among
the events alike in terms of the number of participants since the
beginning of public consulting period of the legislation, proved
positive in helping the workers understand the necessity, promptness
and contents of the legislation, and reinforcing their norm of
nation. The talk also collected more than 900 signatures and passed
the Hong Kong Chinese Enterprises Association’s Statement of
Supporting the HKSAR Legislating on Article 23 of the Basic Law.
The Association’s Vice Chairman Mr. Zhou Jie chaired the talk, and
Treasurer Mr. Lam Kwong Siu, Executive Director Mr. Yuen Mo and Mr.
Zang Qiutao attended the talk.
Submitting the
Signed Slip to the Secretary for Security in Supporting the
Legislation on Article 23
To show its firm attitude of supporting the
legislation, the Association further held a ceremony at the gate of
the Government Headquarters in Central on December 6 to submit the
slip bearing the signatures of over 900 workers of the Chinese
enterprises to the Honourable Regina Ip, Secretary for Security of
the HKSAR. At the ceremony, Vice Chairman Mr. Zhou Jie read the
Hong Kong Chinese Enterprises Association’s Statement of Supporting
the HKSAR Legislating on Article 23 of the Basic Law in front of
a bunch of journalists. And the Honourable Regina Ip expressed her
gratitude for the support from the Association and Chinese
enterprises. The Association’s Treasurer Mr. Lam Kwong Siu, Director
Mr. Li Jiangdong, Vice Chief Executive Mr. Zhu Shixiong and Mr. He
Tongbao attended the ceremony.
Participating in
Launching the Gathering of the Grand Union of Supporting the
Legislation and Safeguarding the National Security
On 22 December, the Grand Union of Supporting
the Legislation and Safeguarding the National Security organized a
large-scale gathering joined by over 40,000 people. As one of the
initiating organizations, the Association took part in all related
preparation work. And over 2,000 workers from Chinese enterprises
joined the grand gathering. Many executives of the enterprises also
attended the event. And the successful gathering with contribution
of the Association and Chinese Enterprises drew wide attention both
in and beyond Hong Kong.
III. EXCHANGES AND COOPERATION WITH HONG KONG
BUSINESS COMMUNITY AND SOCIETY
Celebrating the 5th
Anniversary of the Reunification of Hong Kong with its Motherland
On 24 June, the Association and other five
principal chambers co-sponsored a grand reception ---“Reception in
Celebration of the 5th Anniversary of the Reunification
of Hong Kong with Its Motherland by the Hong Kong Business
Community”. The Honourable Tung Chee Hwa, Chief Executive of the
HKSAR, Mr. Jiang Enzhu, Director of Liaison Office of the Central
People’s Government in the HKSAR, Mr. Ji Peiding, Commissioner of
the Ministry of Foreign Affairs of the People’s Republic of China in
the HKSAR were invited as the Guests of Honour, celebrating the
happy occasion with over 700 prominent figures, including the
Association’s Chairman Dr. Liu Jinbao, Advisors Mr. Qin Xiao and Mr.
Che Shujian, Vice Chairmen Dr. Fu Yuning, Mr. Chen Shoujie, Mr. Yang
Chao, Mr. Li Fuyou and Mr. Zhou Jie, Secretary Mr. Liu Guoyuan,
Treasurer Mr. Lam Kwong Siu, Executive Directors Mr. Zang Qiutao,
Mr. Bi Yupu, Mr. Lu Xiaochun, Mr. Zhao Bin and Mr. Zhang Xianlin.
On 1 July, the Association staged Carnival in
Celebration of the 5th Anniversary of Hong Kong’s Return
to its Motherland in collaboration with the Hong Kong Island
Federation and Federation of Hong Kong Chiu Chow Community
Organizations. Mr. Liu Shanzai, Vice Director of Liaison Office of
the Central People’s Government in the HKSAR, the Honourable Rita
Fan, President of the Legislative Council of the HKSAR, and leaders
of the three sponsoring organizations attended the opening ceremony
as the Guest of Honour. At the ceremony, Mr. Chan Wai Nam, Chairman
of Federation of Hong Kong Chiu Chow Community Organization,
delivered his welcome message, and the Association’s Chairman Mr.
Liu Jinbao conferred prizes on prominent booths’ sponsors followed
up with the closing speech from Mr. Wong Sau Ching, Chairman of the
Hong Kong Island Federation. The Association’s Advisor Mr. Che
Shujian, Vice Chairman Mr. Chen Shoujie and Treasurer Mr. Lam Kwong
Siu joined the happy occasion. With fascinating artistic performance
and over 10,000 visitors, the carnival came to be one of the largest
celebrating occassions in Hong Kong during the festival.
In June, the Association and the Hong Kong
Federation of Trade Unions jointly held “Reunification Cup” Soccer
Contest. And the Wing Fat Printing Co. Ltd., one of the
Association’s member companies won the championship. After the
contest, the two organizers held an evening party and prize
conferment ceremony on 8 July. Mr. Wong Kwok Kin, Chairman of the
Hong Kong Federation of Trade Unions, and Mr. He Tongbao, Vice Chief
Executive of the Association spoke at the party and expressed the
their wishes for more cooperation in future.
On 30 June, the Association’s Youth Committee and
Hong Kong Youth Association jointly held Youth Parade and Signatures
Collection in Celebration Heart to Heart of the 5th
Anniversary of Hong Kong’s Return. A grand commencement ceremony was
held at Victoria Park, and the Honourable Rita Fan, President of the
Legislative Council of the HKSAR, Mr. Matthew Cheung Kin-chung,
Commissioner for
Education, Mr. Li Zhengci, Vice Director General
of Hong Kong Island Sub-office of Liaison Office of the Central
People’s Government in the HKSAR, the Association’s Vice Chairman
Mr. Zhou Jie were invited as the Guests of Honour. After the
ceremony, thousands of young men paraded with the Guests of Honour
in the lead along Hennessy Road. Hundreds of young workers from the
Association’s member companies joined the parade, together with some
youth representatives from Shanghai, Guangzhou and Shenzhen.
Celebrating the
53rd Anniversary of the Founding of the People’s Republic
of China
On 27 September, the Association hosted a
grand reception jointly with the Chinese General Chamber of
Commerce, etc., to celebrate the 53rd anniversary of the
founding of the People’s Republic of China. Mr. Gao Siren, Director
of Liaison Office of the Central People’s Government in the HKSAR,
Mr. Liu Shanzai and Mr. Zou Zhekai, Vice Director of Liaison Office
of the Central People’s Government in the HKSAR, Mr. Wu Hailong,
Deputy Commissioner of the Ministry of Foreign Affairs of the
People’s Republic of China in the HKSAR, the Honourable Elsie Leung,
the Secretary for Justice of the HKSARG were invited to the
reception as the Guests of Honour. The Association’s Advisor Mr. Che
Shujian, Vice Chairmen Mr. Wang Huiheng, Mr. Zhou Jie, and Treasurer
Mr. Lam Kwong Siu were present at the function.
To celebrate the 53rd anniversary
of the founding of the People’s Republic of China, the Association
hosted a comprehensive artistic performance on 28 September jointly
with the Hong Kong Federation of Trade Unions, the Hong Kong Island
Federation and Federation of Hong Kong Chiu Chow Community
Organizations. And the Hebei Amusements Troupe, the Hebei Magical
Art Troupe and Guangzhou Troupe were invited to perform. The
Association’s Vice Chairmen Mr. Wu Jiesi, Mr. Zhou Jie, Treasurer
Mr. Lam Kwong Siu watched the performance together with leaders of
the other organizers and an audience of over 1,000 people.
From 28 September to 2 October, the
Association’s Youth Committee and Hong Kong Youth Association
jointly organized a mission to Beijing to participate National Day
celebrating activities. Mr. He Tongbao, Vice Chief Executive of the
Association and Mr. Lin Yanwen, Vice Chairman of the Association’s
Youth Committee joined the mission respectively as Advisor and
Deputy Head. During their stay in Beijing, the mission paid a visit
Mr. Hu Wei, Secretary of the Chinese Communist Youth League and
attended National Day Reception held in the People’s Grand Hall;
besides, they also took a tour to Tianjin.
To reinforce the linkages with youth of
various walk, the Association’s Youth Committee held Hong Kong Youth
Bicycle Parade in Celebration of National Day on 6 October in
collaboration with Hong Kong Youth Association, the Hong Kong Youths
Unified Association and Youth Federation of New Territories. Mr.
Zheng Kunsheng, Vice Director of Liaison Office of the Central
People’s Government in the HKSAR, the Honourable Rita Fan, President
of the Hong Kong Legislative Council and the Association’s Vice
Chairman Mr. Zhou Jie attended the Opening Ceremony. The Honourable
Rita Fan and Mr. Zhou Jie spoke in turn at the ceremony, and Mr.
Zheng Kunsheng conferred flags on the representatives of
participating teams. More than 200 young men joined the parade,
including 100 young workers from the Association’s member companies.
Co-organizing China
Development and Spiritual Civilization Symposium
On 5 and 6 May, Hong Kong Culture Association
Limited organized two large-scale talks --- China Development and
Spiritual Civilization Symposium, which is co-organized by more
than 230 institutions across Hong Kong. And the Association’s
Advisor Mr. Che Shujian, Vice Chairman Mr. Zhou Jie, Treasurer Mr.
Lam Kwong Siu and Executive Director Mr. Yuen Mo attended the talks.
Quite a few prominent figures of religion community, scholars and
experts at the symposium uncovered and criticised the heterodoxy
nature of Falun Gong. As the main co-organizer, the Association
contributed greatly to the success of the forum by participating all
the related preparation and organizing an audience of over 800.
New Year Carnival with
the Theme of Loving Our Hong Kong
To encourage Hong Kong people in hard times,
the Association staged a grand function --- New Year Carnival with
the Theme of Loving Our Hong Kong, in cooperation with the Hong Kong
Island Federation, Kowloon Federation of Associations, New
Territories Association of Societies at Victoria Park on December
15. Mr. Zheng Kunsheng, Vice Director of Liaison Office of the
Central People’s Government in the HKSAR, Mr. Wu Hailong, Deputy
Commissioner of the Ministry of Foreign Affairs of the People’s
Republic of China in the HKSAR, and the Honourable Tsang Yok-sing,
member of the Hong Kong Legislative Council and Executive Council,
and heads of the four sponsoring organizations officiated the
opening ceremony. Mr. Wang Rudeng, Mr. Hu Guocai and Mr. Zhou Junmin,
heads of related departments of Liaison Office of the Central
People’s Government in the HKSAR attended the function and watched
artistic performance, together with leaders of the Association’s
member companies. The function propagated the Basic Law and Hong
Kong’s advantages and generated great joy for more than 10,000
visitors with its fantastic artistic performance and dozens of
amusement booths.
Hong Kong Youth
Delegation with Special Flight to Jiangsu
To enrich Hong Kong Youth’s understanding
about the Motherland, the Association and Hong Kong Youth
Association and Overseas Exchange Association of Jiangsu Province
co-organized a delegation with over two hundred members to Jiangsu
province at the end of December. Over 40 young workers from member
companies joined the delegation. The Association’s Vice Chairman Mr.
Zhou Jie was invited to join as the delegation’s advisor. During
their stay in Jiangsu, the delegates held Commencement Ceremony of
Jiangsu-HK Youth Longing for Unification of the Motherland and a
Strong Chinese Nation Theme Function, and visited Nanjing Normal
University, Suzhou Industrial Park, etc. Besides, leaders of related
department of Jiangsu Provincial Government entertained the
delegates with a banquet.
The Talk of
History and Function of Liaison Office of the Central People’s
Government in the HKSAR
On 5 September, the Association’s Youth
Committee and Hong Kong Youth Association jointly held a talk and
invited Mr. Wang Rudeng, Assistant Director of Liaison Office of the
Central People’s Government in the HKSAR to speak about the history
and function of the organization with which he worked. Over 100
young men from different walks attended the talk, including 50 or so
young workers from the Association’s member companies. The whole
audience felt they got a lot of enlightening ideas from Mr. Wang’s
speech.
IV. PARTICIPATING
IN“ONE COMPANY, ONE JOB” CAMPAIGN
To help relieve unemployment pressure in Hong
Kong, the Association played an active role in pushing forward “One
Company, One Job” Campaign and called on member companies to take in
part, which generated ardent response. According to incomplete
statistics, the Association’s member companies recruited several
hundred of new employees. China Resource (Holdings) Co. Ltd., in
particular, launched a large-scale recruitment event “China Resource
--- Your Gateway to China” in early November, attracted great
interest of local talents and the media. And related departments of
the HKSARG spoke highly of the Association’s efforts and
contribution in pushing the campaign.
V. SUPPORTING CHARITY UNDERTAKINGS
Participating in
“Walks for Millions”
On 6 January, “Walks for Millions”, the
flagship fund-raising events of the Community Chest was held on Hong
Kong Island and in Kowloon respectively. The Honourable Tung Chee
Hwa, Chief Executive of the HKSAR and Mrs. Betty Tung, President of
the Community Chest officiated the opening ceremony. The Association
and the Chinese General Chamber of Commerce took part in the events
by organizing a united VIP team with 300 members and donated 50,000
dollars to the Chest. And the Association’s Vice Chairmen Mr. Li
Fuyou and Mr. Zhou Jie and Executive Director Mr. Zhao Bin, Vice
Chief Executive Mr. Zhu Shixiong and Mr. He Tongbao joined the walks
with 150 staff from member companies. And China Overseas Holdings
Ltd., one of the Association’s member companies, participated in the
event in a separated team.
Donation to “Community
for the Chest”
To show love for those in need, the
Association again donated 500,000 dollars to “Community for the
Chest” in 2002. On 26 May, Vice Chairman Mr. Zhou Jie handed over
the donation cheque to the Community Chest Executive Chairman
2001/2002 Mr. John C C Chan on behalf of the Association at TVB
auditorium. On 4 October, the Community Chest Annual Presentation of
Awards 2001/2002 was held in Government House, and the Chest’s
President Mrs. Betty Tung presented Award of Distinction to the
Association to recognize its continuous support.
Participating in
“BOCHK Walkalong for Light”
With full support
of Bank of China (Hong Kong), “BOCHK Walkalong for Light” was held
on 17 November to raise funds for the Lifeline Express, an eye
hospital trains which provide free medical care to people suffering
from cataracts in remote areas of the mainland of China. Hundreds of
staff from the Association’s member companies took part in the
meaningful event; and China Resources (Holdings) Co., Ltd., COSCO (H.K.)
Group Ltd., China Everbright Holdings Co., Ltd., China Travel
Service (Holdings) H.K. Ltd. and Sino United Publishing (Holdings)
Ltd. donated respectively. The Association and member companies’
benevolent actions were spoken highly by Mrs. Nellie Fong, Executive
Committee Chairman of Lifeline Express.
Supporting “Spring Bud
Plan”
To back up education development in the Mainland
of China, the Association made a donation of 60,000 dollars to China
Children and Teenagers’ Fund on 12 July to help
50 dropout girls in poverty-stricken areas back
to school under “Spring Bud Plan” operated
by the fund.
Participating in “Four
Seas Dance for the Chest”
On 29 December, the Community Chest of Hong
Kong, Hong Kong Dance Federation, Home Affairs Department and
Leisure & Cultural Services Department jointly organized “Four Seas
Dance for the Chest”. The Association actively answered the appeal
and joined the event with a VIP team and a donation of 30,000
dollars. Besides, China Merchants Holdings Co., Ltd. and COSCO (H.K.)
Group Ltd., two member companies also joined the event and donated
30,000 dollars respectively upon the
Association’s recommendation.
VI. OTHER SOCIAL ACTIVITIES
Conversazione
about the Accountability System of Principal Officials
After the Honourable Tung Chee Hwa raised the
Accountability System of Principal Officials, the Association
sponsored a conversazione and invited the Honourable Tsang Yok-sing,
member of the Hong Kong Legislative Council and Executive Council,
to make a detailed introduction to the system. After his
explanation, the participants of the conversazione had further
understanding and expressed their willingness to back up the system.
Making Comments
on Government Consultative Papers
During the year, the Association received
several consultative papers on Mainland/Hong Kong Closer
Economic Partnership Arrangement, WTO
Requests for Further Liberalization of Trade in Service
and Arrangement on HKSAR and the Mainland
Mutual Enforcement of Jurisdiction Rulings
respectively from Trade and Industry Department of the HKSARG, Chief
Secretary for Administration’s Office of the HKSARG. And the
Association summed up some member companies’ comments and forwarded
them to the government bodies.
Other Related
Activities
At the invitation of Committee on Chinese
Mainland Affairs of Hong Kong Society of Accountants, the
Association’s Vice Chairman Mr. Zhou Jie, together with Vice Chief
Executive Mr. He Tongbao and a few Directors of the Association
attended an evening party hosted by Chinese Mainland Business Focus
Group of the Committee. And Mr. Zhou, as one of distinguished
speakers, introduced the Association at the party.
On 19 November, XVI World Congress of
Accountants organized by Hong Kong Society of Accountants opened at
Hong Kong Convention and Exhibition Centre. Premier Zhu Rongji made
an important speech at the opening ceremony. The Association’s
Chairman Mr. Liu Jinbao, Advisors Mr. Qin Xiao and Mr. Che Shujian,
Vice Chairman Mr. Yang Chao, Mr. Cai Laixing and Mr. Zhou Jie
attended the ceremony. Over 300 representatives from the
Association’s member companies joined the congress.
During the year, the Association took part in
“SME Market Day” as one of supporting organizations, and set up a
booth on the exhibition to propagate the Association and member
companies. Additionally, the Association also co-organized with
other organizations dozens of events or activities, such as Expo
2002, 2002 Chinese Mainland/Hong Kong Talents Recruiting and
Education Exhibition, etc.
PROMOTING
ECONOMIC EXCHANGES BETWEEN THE MAINLAND AND HONG KONG
I. VISIT TO THE MAINLAND
Visit to Shanxi
Province
At the invitation of the People’s Government
of Shanxi Province, the Association’s Vice Chairman Mr. Wang Huiheng
and Mr. Che Shoujie led a delegation to Xi’an to participate the
Sixth Investment & Trade Forum for Cooperation between East and West
China as well as West China Absorbing Foreign Investment Symposium.
During their stay in the city, the delegates took part in business
discussion and visited Yangling Agricultural Hi-tech Demonstration
Zone. Mr. Zhao Dequan, Vice Governor of Shanxi Province warmly
received the delegation and hosted a banquet in special honour of
the delegates. And under the patronage of Lishan Co., Ltd., the
Association set up a booth at the symposium to propagate its
accomplishments.
Visit to Jiangxi
and Hunan Provices
At the invitation of the People’s Government of
Jiangxi Province and Hunan Province, the Association’s delegation
visited the two provinces under the leadership of Vice Chairman Mr.
Wang Huiheng. During the one-week visit, the delegates paid visits
to high & new tech development zones and Shaoshan Mountain and
Jingang Mountain, and held table-talks with related government
organizations and businesses. Mr. Zhu Yingpei, Vice Governor of

Participating the
Sixth China International Fair for Investment and Trade
In the first decade of September, Vice
Chairman Mr. Chen Shoujie headed the Association’s delegation to
Shamen of Hujian Province and participated the 6th China
International Fair for Investment and Trade. During the visit, Mr.
Chen Shoujie met Mr. An Min, Vice Minister of the Ministry of
Foreign Trade and Economic Cooperation, PRC, and the delegates
attended ceremonies and related forums or symposiums and paid visits
to booths of enterprises, investment promotion agencies, local
governments, etc.
Visit to Jilin
Province
At the invitation of Bureau of Foreign Trade and
Economic Cooperation of Jilin Provincial
Government and Yanbian Autonomous State
People’s Government, the Association organized a delegation to
attend “the 3rd China Tumen River Area International
Investment and Trade Forum” and “the 50th Anniversary of
the Founding of Yanbian Korean Nationality Autonomous State” from 31
August to 3 September under the leadership of Vice Chairman Mr. Li
Fuyou. Mr. Li Jinxiu, Vice Governor the Yanbian Autonomous State
warmly received the delegation and expressed their willingness to
cooperate with Hong Kong Chinese enterprises.
II. RECEIVING VISITORS FROM THE MAINLAND
During the year, the Association received 36
economic and trade missions or study groups comprising nearly 200
visitors in total from the Mainland. Among these visitors were
senior officials from provincial authorities or prominent companies,
including: Mr. Zhu Yingpei, Vice Governor of Jiangxi Provincial
People’s Government, Mr. Zhang Wenxue, Vice Chairman of Guangxi
Zhuang Autonomous Regional People’s Government, Mr. Lu Jiafeng, Vice
Governor of Anhui Provincial People’s Government, Mr. Han Zhongxue,
Vice Governor of Hubei Provincial People’s Government, Mr. Wang
Rulin, Vice Governor (Standing) of Jilin Provincial People’s
Government, Mr. Shan Yihe, Chairman of China Poly Group Co., Ltd.,
etc.
III. Co-organizing Economic and Trading
Activities
In 2002, the Association successfully
co-organized 27 trade fairs, commodity exhibitions, symposiums,
etc., held in Hong Kong by individual provinces, autonomous regions,
municipal cities. These events included: “Shanxi Investment
Opportunities Briefing”, “Anhui & Hong Kong Cooperation Projects
Promotion Symposium”, “Hebei Province (Hong Kong) Investment and
Trade Fair 2002”, “Tsing Dao Promotion Symposium 2002”, “Shandong
Important Projects Promotion Briefing and Conference on the Founding
of the Hong Kong Shandong General Chamber of Commerce”, “2002 Hubei
and Hong Kong Economic Cooperation Symposium”, “Wuhan and Hong Kong
Economic and Trade Cooperation Symposium of 2002”, “Guangdong and
Hong Kong Economic, Technology and Trade Cooperation Exchanges Fair

IV. BEIJING AND HONG
KONG ECONOMIC COOPERATION SYMPOSIUM
The 6th Beijing-Hong Kong Economic
Cooperation Symposium was held from 29 to 30 October in the Hong
Kong Convention and Exhibition Centre. Mr. Liu Shanzai, Vice
Director of Liaison Office of the Central People’s Government in the
HKSAR, Mr. Ji Peiding, Commissioner of the Ministry of Foreign
Affairs of the People’s Republic of China in the HKSAR, the
Honourable Anthony Leung, Secretary for Finance of the HKSARG, Mr.
Zhang Mao, Vice Mayor of Beijing Municipal City attended the opening
ceremony. And Mr. Michael C C Sze, Executive Director of Hong Kong
Trade Development Council, Mr. Zhang Mao and the Honourable Anthony
Leung delivered messages respectively. The Association was one of
the organizers of the event and Advisor Mr. Hu Zhaoguang, Vice
Chairman Mr. Wang Huiheng were seated at together with other VIP
guests on the presidium stage. And Vice Chairman Mr. Zhou Jie and
Executive Director Yi Xiqun also present themselves at the opening
ceremony. Dozens of representatives from the Association’s member
companies took part in the symposium.
V. 2002 CHINA SECURITIES (HONG KONG) WORKSHOP
From 16 to 19 September, the Association and
Hong Kong Commercial Daily jointly sponsored “2002 China Securities
(Hong Kong) Workshop” and 30 executives from various securities
companies of the Mainland participated. Experts from Economic
Reporter, the Hong Kong Exchanges and Clearing Ltd. and Bank of
China (Hong Kong) Ltd. were invited to speak at the workshop. The
participants also had table-talk exchanges with representatives from
Hong Kong securities brokerage firms and took a tour to Hong Kong
Exchanges and Clearing Ltd. as well as ICAC.

CHAMBERS OF FOREIGN COUNTRIES IN HONG KONG
Cocktail
Reception for Foreign Consulates-General in the HKSAR
To reinforce the ties with consulates-general
of various countries in the HKSAR, the Association held a cocktail
reception in honour of foreign consuls general and trade
commissioners on 10 September after the Board Directors of the 7th
Term of Office was elected. Officials of economic departments of the
HKSARG, consuls and trade commissioners of consulates-general of 52
countries, office-bearers of prominent local chambers and foreign
chambers in Hong Kong attended the reception. And the Association’s
Chairman Dr. Liu Jinbao, Vice Chairman Mr. Wang Huiheng, Mr. Wu
Jiesi, Mr. Zhou Jie, Secretary Mr. Liu Guoyuan, Treasurer Mr. Lam
Kwong Siu, Executive Directors Mr. Zang Qiutao, Mr. Yuen Mo, Mr. Liu
Jinxiang, Mr. Zhao Bin, Mr. Wang Xiaochu, Mr. Shi Cuiming and over
30 Board Directors joined the occasion and had extensive
communication with the guests. The reception was successful and
meaningful in contacting old friends and getting to know new friends
and pushing mutual cooperation as well.
“Britain: China’s
European Partner” Workshop
On 19 June, the Association and British
Consulate-General Hong Kong jointly sponsored
“Britain: China’s European Partner” Workshop.
Officials from Office of the Commissioner
of the Ministry of Foreign Affairs of the People’s Republic of China
in the HKSAR and Liaison Office of the Central People’s Government
in the HKSAR, the Association’s Vice Chairman Mr. Zhou Jie and
Treasurer Mr. Liu Guoyuan attended the workshop together with over
60 representatives of Chinese enterprises. Sir James Hodge, British
Consul-General and Mr. Zhou Jie spoke at the opening ceremony. The
workshop was composed of a few speeches about British Education and
Visa Application, etc. This was the first time the Association had
worked together with British Consulate-General Hong Kong to hold
events, and the two sides expressed the hope of further cooperate in
future.
Cooperation with
the French Chamber of Commerce and Industry in Hong Kong and the
Dutch Business Association Hong Kong
During the year, the Association consolidated
partnership with the French Chamber of Commerce and Industry in Hong
Kong and the Dutch Business Association Hong Kong. On 16 January,
the Association’s Insurance Committee held a joint luncheon with the
French Chamber of Commerce and Industry in Hong Kong to exchange
business information on market access after China’s accession to the
WTO, and Mr. K. P. Cheng, standing member of the Association’s
Insurance Committee and senior managers of another two member
companies was presented at the luncheon. On 18 November, the French
Chamber of Commerce and Industry in Hong Kong and the Association
again hosted a joint captioned luncheon “Updates and Future of
China’s Telecommunication and Information Technology Industry”. And
the Association’s Executive Director Mr. Shi Cuiming, Ms Zhou Susu,
Chairman & General Manager of ZTE (Hong Kong) Ltd. shared their
views with the French Chamber’s President Mr. Bertrand Michaud,
Honourable President Mr. Paul Clerc-Renaud and other members at the
luncheon.
On 21 November, Dutch Business Association
Hong Kong (DBA) held China Seminar “China One Year WTO: A Reality
Check ”. At the invitation of DBA, several representatives of the
Association member companies joined the event. And Mr. Huang
Shaoming, Senior Research Fellow of Bank of China (Hong Kong) was
recommended by the Association as a guest speaker at the seminar to
present his perspectives on China’s banking sector updates.
II. BUSINESS STUDY TOURS TO FOREIGN COUNTRIES
Delegation to
Russia
To further promote economic exchanges and
cooperation with foreign countries and to leverage business
opportunities, the Association’s delegation, composed of 30 members,
paid a visit to Russia from 3 to 9 July. The Association’s Vice
Chairman Dr. Fu Yuning acted as Head of the delegation, and Advisor
Mr. Che Shujian and Mr. Hu Guocai, Director-General of Economic
Affairs Department of Liaison Office of the Central People’s
Government in the HKSAR joined the mission as Advisors. The
delegates included the Association’s Vice Chairman Mr. Chen Shoujie,
Mr. Zhou Jie and quite a few executive directors. During their stay
in Russia, the delegates visited Russian Industry and Business
Association and Ministry of Economic Development and Trade of the
Russian Federation, and Mr. Zhang Deguang, Chinese Ambassador to
Russia. They also had round-table talks with some representatives of
Chinese enterprises in Moscow. With the visit, the delegates had
further understanding about Russian business environment and laid
down a base for future business development in the country.
Delegation to
Canada and the United States of America
At the invitation of Canada-China Business
Council and California State Government of America, the
Association’s Vice Chairman Mr. Yang Chao led a delegation with 15
members to Canada and the United States from 18 to 29 September.
During the visit, the delegates made a call on Canada-China Business
Council, Chinese Consulate-General in Toronto and Mr. Edwards, Vice
Mayor of Los Angeles Municipal City. They
also took a view of Panalpina Corporation’s logistics system and
attended a luncheon hosted by Hong Kong Association of Southern
California in special honour of them. The visit gave rise to a
number of cooperative projects between the Association’s member
companies and Canadian and American firms. Friendship was also
developed among the delegates themselves.
During 2001, the Association’s Office-Bearers
also received Mr. Peter Gordon, Executive Director of Russia Trade
Association, and Mr. Korkunov, Chairman of Federation of Russia
Entrepreneurs Organization and Mr. Borisov, Co-Chair of All- Russian
Union of Business Association as well as Mr. Christopher C. Leu,
President of Hong Kong Association of Southern California, etc.

I. NEW SPRING RECEPTION
On 27 February, the Association hosted New
Spring Reception 2002. And Mr. Liu Shanzai and Mr. Zheng Kunsheng,
Vice Directors of Liaison Office of the Central People’s Government
in the HKSAR, Mr. Ji Peiding, Commissioner of the Ministry of
Foreign Affairs of the People’s Republic of China in the HKSAR, the
Honourable Anthony Leung, Secretary for Finance of the HKSARG
officiated the toasting ceremony. The Association’s Chairman Dr. Liu
Jinbao, Honourable Chairman Mr. Gu Yongjiang, Advisor Mr. Che
Shujian, Vice Chairmen Mr. Wang Huiheng, Dr. Fu Yuning, Mr. Yang
Chao, Mr. Wu Jiesi, Mr. Li Fuyou, Mr. Cai Laixing and Mr. Zhou Jie,
Secretary Mr. Liu Guoyuan, Treasurer Mr. Lam Kwong Siu, Executive
Directors Mr. Zang Qiutao, Mr. Bi Yupu, Mr. Yuen Mo, Mr. Lu Xiaochun,
Mr. Zhao Bin and Mr. Zhang Xianlin joined the happy occasion with
over 600 guests, including officials of Liaison Office of the
Central People’s Government in the HKSAR, and Office of Commissioner
of the Ministry of Foreign Affairs of the People’s Republic of China
in the HKSAR, principal officials of the HKSARG, prominent figures
of Hong Kong business community, officials of foreign
consulates-general in Hong Kong and representatives of member
companies. Dr. Liu Jinbao delivered a welcome speech at the
reception and toasted to the guests together with other leaders of
the Association.
II. THE LUNCHEON IN HONOUR OF MR. JIANG ENZHU
AND MR. GAO SIREN
On 17 September, the Association hosted a
luncheon for farewell to Mr. Jiang Enzhu and congratulation on Mr.
Jiang Enzhu taking up the post of Director of Liaison Office of the
Central People’s Government in the HKSAR. Mr. Liu Shanzai, Vice
Director of Liaison Office of the Central People’s Government in the
HKSAR, Mr. Hu Guocai, Director-General of Economic Affairs
Department of Liaison Office of the Central People’s Government in
the HKSAR were also invited to the luncheon. And the Association’s
Chairman Dr. Liu Jinbao, Advisors Mr. Qin Xiao, Mr. Che Shujian,
Vice Chairmen Mr. Wang Huiheng, Mr. Chen Shoujie, Mr. Yang Chao, Mr.
Wu Jiesi and Mr. Cai Laixing, Executive Directors Mr. Bi Yupu, Mr.
Yuen Mo, Mr. Lu Xiaochun, Mr. Liu Jinxiang, Mr. Zhao Bin, Mr. Zhang
Xianlin, Mr. Shi Cuiming and Mr. Xue Zhiming attended the function.
After the luncheon, Chairman Dr. Liu Jinbao presented a souvenir to
Mr. Jiang Enzhu on behalf of the Association.
III. BUSINESS TALKS
During the year, the Association held 5
business talks to broaden the horizon of executives of member
companies. And experts and scholars were invited to speak at the
talks that attracted an audience of over 500 people in total. The
topics and speakers were:

of its Bond Market” --- Dr. Gao Jian, Assistant Governor of China
Development Bank and Chief Representative of Hong Kong Office of
China Development Bank.
“Corporate Governance from a Perspective of
Ranking Company” --- Ms Katrina Tai, Director of Standard & Poor
Hong Kong Office.
“Hong Kong Financial Market and Economic
Situation” --- Dr. Li Shan, Chief Executive Officer of BOCI Holdings
Ltd.
IV. INFORMATION SERVICE
In order to provide more information for
member companies, the Association opened Upcoming Events for
Chinese Enterprises and Voice of Member Companies, two
new columns on its website, and published News Letter and Briefings
on Events to reinforce communication with member companies. In
addition, the Association provided member companies with
Compilation of the Legal Instruments on China’s Accession to the
World Trade Organization at favourable price to keep them
informed promptly with the related regulations on market access
after China’s entry to the WTO.
V. BUSINESS PROMOTION
During 2002, the Association helped promote
business projects for quite a few member companies, such as China
Travel Service (Holdings) H.K. Ltd, BOC Travel Services Ltd., Hong
Kong Commercial Daily, Hong Kong Tien Chu Co., Ltd. and Simplex
Computer Co., Ltd., etc. And through some of the events (SME Market
Day for instance) in which it participated, the Association provided
free business promotion service for its member companies.
Additionally, the Association began to exploit the internal
information network among member companies to facilitate their
mutual business cooperation. Besides, it also continued to create
opportunities for member companies to take part in functions of
other chambers to exchange with their counterparts.
VI. LEISURE AND SPORTING ACTIVITIES AND TOURS
Tours to “the Open Day of
Operations Department of ICAC” and Marine Harbour Division of Hong
Kong Police Force
On 19 January and 22 October, the
Association’s Youth Committee, Recreation and Sports Committee
organized tours to “the Open Day of Operations Department of ICAC”
and Marine Harbour Division of Hong Kong Police
Force respectively. And
Mr. He Tongbao, Vice Chief Executive of the Association and Mr. Lin
Yanwen, Vice Chairman of the Association’s Youth Committee joined
the tours.
Tour to Sai Kung
Memorial in Memory of the Anti-Japanese Heroes
To help understand more about Hong Kong’s
history and culture, the Association organized a tour to Sai Kung
Memorial in memory of the anti-Japanese Heroes on 7 April right
after the Ching Ming Festival. 500 workers of member companies
joined the tour. In front of Sai Kung Memorial, the Association held
a lamentation ceremony and presented a wreath to the memorial. Mr.
Zhou Jie, Vice Chairman of the Association presided over ceremony
and delivered a speech. And Ms Cai Shong Ying, one of the former
guerrilla members of the Hong Kong and Kowloon Independent File, was
invited to tell their stories in fighting against Japanese invaders
in the 1940s; the participants of the tour also took a view of
nearby cultural sites and felt they got a vivid patriotic education
from the tour.
“Chinese
Enterprises Cup” 7-Member Soccer Contest
To enrich the cultural life of the staff of
Chinese enterprises, the Association organized a soccer contest
among member companies in May and June, which attracted 15 teams to
compete. After rounds of contest, the team of the Wing Fat Printing
Co., Ltd. took the championship, and the team of Bank of China (Hong
Kong) won the second, and the third and fourth goes to COSCO (H.K.)
Group Ltd. and the Ming An Insurance Co. (H.K.) Ltd. respectively.
On 9 June, an prize-presentation ceremony was held, and Mr. Hu
Guocai, Director-General of Economic Affairs Department of Liaison
Office of the Central People’s Government in the HKSAR, Mr. Zhang
Xiaoshu, Deputy General Manager of China Insurance H.K. (Holdings)
Co., Ltd., Mr. Li Shucun, Vice President of COSCO (H.K.) Group Ltd.
and Mr. Zhu Shixiong, Vice Chief Executive of the Association
attended the ceremony and presented prizes to the winners.
“Admiration for
the Red Plum” Modern Dance-Drama Performance
As one of the events for celebration of the 5th
anniversary of Hong Kong unification with its motherland, the
Association held a grand artistic performance on 30 June at Hong
Kong Culture Centre and invited the Troupe of Political Department
of Air Force of the People’s Liberation Army of China to perform
modern dance-drama “Admiration of the Red Plum”. Leaders of related
departments of Liaison Office of the Central People’s Government in
the HKSAR, the Association’s Advisor Mr. Chen Xinhua, Mr. Che
Shujian and Mr. Hu Zhaoguang, Vice Chairman Mr. Zhou Jie, Executive
Director Mr. Shi Cuiming watched the performance together with 1600
workers of member companies. The high-quality artistic performance
was greatly welcomed by the audience.
VII. THE ANNUAL GENERAL MEETING AND BOARD OF
EXECUTIVE DIRECTORS
The Association’s Annual General Meeting 2002
was held on 28 May. Mr. Liu Shanzai, Vice Director of Liaison Office
of the Central People’s Government in the HKSAR was invited to
speak. On behalf of the Borad of Directors of the Sixth Term of
Office, Chairman Dr. Liu Jinbao reported at the meeting the work
that has been done by the Association in the previous year, and
Treasurer Mr. Lam Kwong Siu reported the Financial Statements of
the Association and read Special Resolution Passed on the
Special Meeting of Members of the Hong Kong Chinese Enterprises
Association (Draft). Mr. Zhou Jie read the Recommended List
of the Board of Directors of the Seventh Term of Office of the Hong
Kong Chinese Enterprises Association, the Recommended List of
Advisors of the Hong Kong Chinese Enterprises Association and
the Recommended List of Legal Advisors, Auditor and Financial
Advisor of the Hong Kong Chinese Enterprises Association.
Through examination, the representatives of
member companies passed the work report, financial statements and
the special resolution (draft) unanimously.
The general meeting elected 90 board
directors of the seventh term of office, and decided to invite Mr.
Chen Xinhua, Mr. Qin Xiao, Mr. Che Shujian, Mr. Wang Mingquan and
Mr. Hu Zhaoguang as the Association’s advisors, and Mr. Vincent W.S.
Lo, Mr. Philip P. Y. Yuen and Ms Eliza C. H. Chan as the
Association’s legal advisors, Mr. M. K. Tan as auditor and Mr.
Aloysius H. Y. Tse as finance advisor of the Association.
At the First Session of the Board Directors of
the Seventh Term of Office right after the general meeting, 25
executive directors were elected. They were: Mr. Liu Jinbao, Mr.
Wang Huiheng, Mr. Fu Yuning, Mr. Chen Shoujie, Mr. Wu Jiesi, Mr.
Yang Chao, Mr. Li Fuyou, Mr. Cai Laixing, Mr. Zhou Jie, Mr. Liu
Guoyuan, Mr. Lam Kwong Siu, Mr. Yi Xiqun, Mr. Zang Qiutao, Mr. Bi
Yupu, Mr. Yuen Mo, Mr. Lu Xiaochun, Mr. Zhuang Yousong, Mr. Song
Zhiwang, Mr. Liu Jinxiang, Mr. Zhao Bin, Mr. Zhang Xianlin, Mr. Wang
Mingcai, Mr. Xue Zhiming, Mr. Wang Xiaochu and Mr. Shi Cuiming. And
at the first meeting of Board of Executive Directors of the Seventh
Term of Office, Mr. Liu Jinbao was elected as Chairman again, and
Mr. Wang Huiheng, Mr. Fu Yuning, Mr. Chen Shoujie, Mr. Wu Jiesi, Mr.
Yang Chao, Mr. Li Fuyou, Mr. Cai Laixing and Mr. Zhou Jie as Vice
Chairmen, and Mr. Liu Guoyuan and Mr. Lam Kwong Siu as Secretary and
Treasurer respectively.
During the year, Board of Executive Directors
had 9 meetings in total to decide the Association’s important
affairs. At the same time, Rules of Decision Making For Board of
Executive Directors was promulgated with the aim to make the
decision proceedings more formal.
VIII. SECTOR COMMITTEES
In 2002, the Association’s sector committees
held gatherings and other kind of activities from time to time to
exchange business information and discuss cooperation in their
respective sectors.
On 7 March, the Committee of Building
Industry held a general meeting for election and summing up the work
of the previous year. Mr. Liu Shanzai, Vice Director of Liaison
Office of the Central People’s Government in the HKSAR, Mr. Hu
Guocai, Director-General of Economic Affairs Department of Liaison
Office of the Central People’s Government in the HKSAR and over 20
representatives of members attended the meeting. In April and June,
the Committee organized a few tours respectively to the Three Gorges
Project construction site, and construction site of Shenzhen
underground, etc., to learn from their construction management and
exchange business experience with counterparts of the Mainland. And
in September, the Committee and Economic Affairs Department of
Liaison Office of the Central People’s Government in the HKSAR
jointly sponsored the Hong Kong Chinese Building Enterprises
Conversazione 2002 in Anhui province, and representatives from 12
members attended. Additionally, the Committee published Chinese
Building Enterprises in Hong Kong regularly and forged monthly
meeting mechanism to strengthen communication among its members.
On 10 April and 18 July, Mr. Zhao Bin, the
Association’s Executive Director and Chairman of Committee on
Advertising, Publishing & Consultancy, chaired two luncheons to
discuss with the committee members about
the committee’s future activities and
related issues of the opening-up of the Mainland service industry in
Mainland/Hong Kong Closer Economic
Partnership Arrangement.
On 20 August, over 20 members of the
Association’s Committee on Investment took a tour to the Operations
Department of ICAC. Ms Julie Mu Fee-man, Assistant Director of
Community Relations of ICAC cordially received the members and
introduced the function, structure and operations of ICAC. On behalf
of Committee on Investment, General Secretary Ms Cui Wumei spoke and
she requested that the committee members should try to be models of
adhering to the laws in their business deals.
On 28 August, Mr. Fun Chi Kin, Chairman of
the Association’s Committee on Capital Market preside over a
captioned dinner party and invited analysts of BOCI Holdings Ltd. to
speak about scenarios and outlook of the listed shares of Chinese
enterprises. And members attending the party exchanged views on how
to pushing mutual cooperation among Chinese enterprises.
Additionally, the Association’s Committee on Finance also held
standing member meeting to sum up the previous year’s work and
discuss the activities in 2002.
