REVIEW OF HKCEA’S MAJOR ACTIVITIES 2001
In the year 2001, The Hong Kong Chinese
Enterprises Association (called the “the Association” hence), under
the leadership of the Board of Directors and with the support of
member companies, made remarkable progress on many aspects as guided
by the directive of President Jiang Zemin to “Carry Through the
Policy of One Country Two Systems and Promote the Prosperity and
Stability of Hong Kong”.
I. CELEBRATION OF THE TENTH ANNIVERSARY OF
THE FOUNDING OF THE ASSOCIATION
i. Leader’s Inscription
The year 2001 was the 10th
Anniversary of the founding of the Association. Premier Mr. Zhu
Rongji made important remarks on the accomplishments of the
Association, “on the occasion of the 10th Anniversary
of the Hong Kong Chinese Enterprises Association, I would like to
extend my warm congratulations and sincere thanks to the staff and
workers of all the Chinese enterprises in Hong Kong. For years, the
Chinese enterprises in Hong Kong have done a lot of effective work
in promoting Hong Kong’s development as well as strengthening
cooperation between the Mainland and Hong Kong. And I hope you will
make further contributions to China’s prosperity while keeping up
your efforts and adapted to the changes of market environment of
both in China and abroad.”
In addition, Dr. the Honourable Henry Fok
Ying-tung, Vice Chairman of the Chinese People’s Political
Consultative Committee, Mr. Jiang Enzhu, Director of Liaison Office
of the Central People’s Government in the HKSAR, the Honourable Tung
Chee Hwa, Chief Executive of the HKSAR, and Dr. the Honourable Tsang
Hin-chi wrote congratulatory messages in special honour of the 10th
anniversary of the founding of the Association, encouraging the
Association to make further achievements.
ii The Opening Event of Celebrating the 10th
Anniversary of the Founding of the Association
To commemorate the 10th
anniversary of the founding, the Association held a series of
festivities in 2001. As the opening function, the Association
launched Walking Around the Mountain in Supporting Beijing to Bid
the Olympic Games on Victoria Peak on 21 April. Mr. W.K. Lam,
Secretary for Home Affairs, the Honourable Fok Tsun Ting Timothy,
SBS, J.P., Member of the Legislative Council and Chairman of the HK
Sporting Association and Olympic Committee, the Honourable Ng Leung
Sing and the Honourable Henry K.C. Wu, BBS, Member of the
Legislative Council, Mr. Hu Zhaoguang, the Association’s Advisor and
Vice Chairman Mr. Zhou Jie were invited as the Guests of Honour,
joining the occasion with nearly 1000 staff and workers of member
companies. Mr. Yuen Mo and Mr. Zhao Bin, the Association’s Executive
Director also joined the function. Mr. Zhou Jie and the Honourable
Fok Tsun Ting Timothy, SBS, J.P., addressed at the ceremony and
expressed their confidence in Beijing’s capability of sponsoring the
Olympic Games of 2008. The event was a great success, and enjoyed
exposure on the CCTV and in local media.
iii. Celebration Reception
On 10 May, the Association hosted a grand
reception at Shangri-La Hotel in Hong Kong. Mr. Jiang Enzhu,
Director of Liaison Office of the Central People’s Government in
HKSAR, the Honourable Tung Chee-hwa, Chief Executive of the HKSAR
were invited as the Guests of Honour. Attendees of the Hong Kong
Fortune Global Symposium were also invited as special guests to the
reception. Among them were Mr. Zeng Peiyan, Chairman of the State
Development Planning Commission, Mr. Li Rongrong, Chairman of the
State Economic and Trade Commission, Mr. Dai Xianglong, Governor of
the People’s Bank of China, Mr. Wang Qishan, Director of the System
Reform Office of the State Council, Mr. Ma Yongwei, Chairman of the
State Securities Regulatory Commission, Mr. Yu Xiaosong, Chairman of
China Council of Promotion of International Trade (CCPIT), Mr. Chen
Yuan, Governor of the National Development Bank, Mr. Shang Fulin,
Governor of Agricultural Bank of China, Mr. Liu Mingkang, Governor
of Bank of China, Xu Kuangdi, Mayor of Shanghai Municipal City, Mr.
Zhang Zhongwei, Governor of Sichuan Province, Mr. Cheng Andong,
Governor of Shanxi Province, Mr. Shao Qiwei, Vice-Governor of Yunnan
Province, Mr. Yu Youjun, Mayor of Shenzhen Municipal City, together
with other leaders of individual departments of the State Council,
provinces and cities. Mr. Ji Peiding, Commissioner of the Ministry
of Foreign Affairs of the People’s Republic of China in the HKSAR,
Mr. Liu Shanzai, Vice Director of Liaison Office of the Central
People’s Government in the HKSAR also joined the happy occasion
together with some other 1000 guests, including Dr. the Honourable
Tsang Hin-chi, Member of the Standing Committee of the National
People’s Congress, the Honourable Donald Tsang, Chief Secretary for
Administration of the HKSARG, the Honourable Elsie Leung, the
Secretary for Justice of the HKSARG, the Honourable Rita Fan,
President of the Legislative Council of the HKSAR, Mr. Alan Lai Nin,
Commissioner of Independent Commission Against Corruption (ICAC),
Mr. Chau Tak Hay, Secretary for Commerce and Industry, Mr. Shen
Jueren and Mr. Huang Diyan, Ex-Chairmen of the Association, Ms. Qiu
Qing and Mr. Yuan Geng, Ex-Advisors of the Association, and Mr. Wu
Yixin, Chairman of the Macau Chinese Enterprises Association,
officials from foreign Consulate Generals in Hong Kong, prominent
figures in the community, and friends of the business and industrial
sectors.
The Association’s Chairman Dr. Liu Jinbao
addressed at the reception. He stated the Association would, as
always, contribute to prosperity of Hong Kong and of our motherland,
after reviewing the 10-year history of the Association and Chinese
enterprises in Hong Kong. He expressed his confidence in Hong Kong’s
future and the huge potential of Chinese enterprises in Hong Kong.
iv. Press Campaign
From April to May in 2001, Wen Wei Po, Ta
Kung Pao, Hong Kong Commercial Daily and China Daily Hong Kong
Edition respectively opened special columns to report the
accomplishments of the Association and Chinese enterprises in Hong
Kong, particularly their great contributions to economic cooperation
between the Mainland and Hong Kong, and to Hong Kong’s prosperity
and stability. In the serial reports, Bank of China (HK), China
Resources Ltd. (CRC), China Travel Service (Holdings) HK Ltd. (CTS),
China Overseas Holdings Ltd., China Everbright Holdings Co., Ltd,
China Unicom, Beijing Holdings Ltd., China
Aerospace International Holdings Ltd., China Insurance H.K.
(Holdings) Co., Ltd. and other prominent
Chinese enterprises in Hong Kong enjoyed full exposure with what
they achieved in recent years.
v. Photography Contest
As one of the celebration festivities, the
Association organized a photography contest that collected over 1000
pieces of works from staff and workers of member companies. And 60
best pieces were selected under specialists’ scrutiny. On 21
September, a reward presentation ceremony was held, and Mr. Zheng
Kunsheng, Vice Director of Liaison Office of the Central People’s
Government in the HKSAR, Mr. Hu Guocai, Director-General of the
Economic Affairs Department of Liaison Office of the Central
People’s Government in the HKSAR, were invited as the Guests of
Honour to present prizes to the winners. The Association’s Vice
Chairman Mr. Zhou Jie and Treasurer Mr. Lam Kwong Siu attended the
ceremony.
II. EXCHANGES AND COOPERATION
i. Exchanges with the HKSAR Government
Since Hong Kong returned to its motherland,
the Association has maintained a good relationship with the SAR
government led by the Honourable Tung Chee-hwa. On 15 March, the
Honourable Tung Chee-hwa hosted a banquet in the Banquet Hall of the
Government in honour of the Association’s board members. And the
Association’s Chairman Dr. Liu Jinbao, Advisors Mr. Che Shujian, Mr.
Wang Mingquan and Mr. Hu Zhaoguang, Vice Chairmen Dr. Fu Yuning, Mr.
Yang Chao, Mr. Sun Wenjie, Mr. Cai Laixing and Mr. Zhou Jie,
Secretary Mr. Liu Guoyuan, Treasurer Mr. Lam Kwong Siu attended the
banquet. The Honourable Donald Tsang, Chief Secretary for
Administration of the HKSARG and Mr.
Andrew L. T. Sheng, Chairman of
Securities and Futures Commission of Hong Kong were
in attendance. The Honourable Tung Chee-hwa expressed his
appreciation of the Association’s support for the HKSAR Government,
and exchanged views with the Association’s board members on HK’s
social and economic situation.
On 16 August, the Association’s Chairman Dr.
Liu Jinbao hosted a banquet in honour of the Honourable Tung
Chee-hwa in return. The Honourable Donald Tsang, Chief Secretary for
Administration of the HKSARG, the Honourable Antony Leung, Financial
Secretary of the HKSARG, and Mr. Joseph Yam, J.P., Chief Executive
of Hong Kong Monetary Authority were also invited to the occasion.
The Association’s board members, Mr. Che Shujian, Mr. Hu Zhaoguang,
Mr. Wang Huiheng, Mr. Chen Shoujie, Mr. Wu Jiesi, Mr. Yang Chao, Mr.
Cai Laixing Mr. Zhou Jie, Mr. Liu Guoyuan and Mr. Lam Kwong Siu
attended the banquet. Both sides had a very lively talk.
In addition, the Association’s Office-bearers
in 2001 also met with Mr.
Andrew L. T. Sheng, Chairman of Securities and Futures Commission of
Hong Kong, Mr. Francis Ho, J.P., Commissioner for Innovation and
Technology, Mr. Alan Lai Nin, Commissioner of ICAC,
Mr. W.K. Lam, Secretary for Home Affairs, and heads of InvestHK and
Leisure and Cultural Service Department, etc., to exchange views on
strengthening cooperation.
ii. Exchanges with Hong Kong Business
Community
In order to forge closer relationship with
Hong Kong business community and provide more opportunities for
member companies to communicate with relevant businesses, Chairman
Dr. Liu Jinbao, Vice-Chairman Zhou Jie paid visited to met with
chairpersons of the Chinese General Chamber of Commerce, the Chinese
Manufacturers’ Association of Hong Kong, Hong Kong General Chamber
of Commerce, Hong Kong Economic and Trade Association, Taiwan
Business Association (HK) Ltd, etc., and had talks with them about
partnerships and cooperation.
Additionally, the Association kept close
cooperative relations with some foreign chambers in Hong Kong in
2001. The Association’s Chairman Dr. Liu Jinbao, Vice-Chairman Mr.
Zhou Jie, visited heads of the Dutch Business Association in Hong
Kong, the French Chamber of Commerce and Industry in Hong Kong, the
American Chamber of Commerce in Hong Kong, the Hong Kong Japanese
Chamber of Commerce and Industry, the Indian Chamber of Commerce in
Hong Kong, the Singapore Chamber of Commerce (Hong Kong), etc., and
discussed closer bilateral cooperative relations. On 22 May, the
Association, in partnership with the Dutch Business Association in
Hong Kong, sponsored a symposium on human resources management.
Managers from personnel department of some member companies took
part in the symposium and exchanged views with their counterparts on
the demand of specialists and talents. With the full support from
the Association, the Dutch Business Association in Hong Kong held a
captioned dinner meeting on 26 November and invited experts to
address on the relations between Hong Kong and the development of
the Pearl Delta. Representatives from some 10 member companies
attended the dinner meeting. And Mr. Huo Zhiming, Director of
Guangdong Holdings Ltd., delivered a speech titled “the
Opportunities and Challenges Hong Kong Faces in the Development of
the Pearl Delta”.
During the year, the Association co-organized
or participated as support organization in various activities
sponsored by different departments of the HKSAR Government, local
industrial and commercial organizations. Among them were “36th
Hong Kong Products Expo”, “the SMEs Marketing Day”, “the SMEs
Marketing Expo”, etc.
iii. Exchange with Foreign Consulate-Generals
in Hong Kong
In 2001, the
Association enjoyed closer relationship with foreign
Consulate-Generals and representative offices of foreign governments
in Hong Kong. Chairman Dr. Liu Jinbao and Vice-Chairman Mr. Zhou Jie
visited or met with senior officials of Consulate General of
Australia, UK, Japan, Canada and Singapore as well as Queensland
Government Office, InvestUK, etc., and exchanged views with them on
reinforcing linkages, deepening mutual understanding and broadening
cooperation scope.
III. PROMOTING ECONOMIC EXCHANGES AND
COOPERATION BETWEEN THE MAINLAND AND HONG KONG
i. Beijing-Hong Kong Economic Cooperation
Symposium
The 5th Beijing-Hong Kong Economic
Cooperation Symposium was held from 23 to 24 October in Beijing, and
a 33-member delegation of the Association headed by Chairman Dr. Liu
Jinbao participated the symposium.
During the Symposium, Vice Premier of the
State Council Mr. Li Lanqing received the participants from Hong
Kong, including Mr. Che Shujian and Mr. Hu Zhaoguang, Advisors of
the Association, Mr. Yang Chao, Vice-Chairmen of the Association,
Mr. Yi Xiqun, Executive Directors of the Association. Mr. Zheng
Kunsheng, Vice Director of Liaison Office of the Central People’s
Government in the HKSAR, and Mr. Hu Guocai, Director-General of the
Economic Affairs Department of Liaison Office of the Central
People’s Government in the HKSAR, as special guests invited by the
Beijing Municipal City People’s Government, were also met by Mr. Li
Lanqing.
At the symposium with the theme of “New
Olympics, New Opportunities, New Cooperation”, Beijing and Hong Kong
agreed to make new breakthroughs in pushing forward economic
cooperation by making full use of the opportunities brought about by
China’s WTO accession and the Olympics Games of 2008. The
Association’s delegates participated in the symposium’s opening
ceremony, workshops and exhibitions as well as study tours to
different districts and counties of Beijing. Beijing Holdings Ltd,
one of the Association’s member companies, signed an agreement with
Kerry Logistics Network Ltd. to develop 350 hectares of land and
build the Beijing Logistics Port, with a financial outlay up to 11
billion Yuan RMB.
ii. Delegation to Beijing
The Association’s delegation, after attending
the 5th Beijing-Hong Kong Economic Symposium, reorganized
into the delegation to Beijing and paid visits individually to the
Hong Kong and Macao Affairs Office of the State Council, the
Financial Working Commission of the Central Committee of Communist
Party of China, Ministry of Foreign Trade and Economic Cooperation
(MOFTEC), the Enterprises Working Commission of the Central
Committee of Communist Party of China, Ministry of Construction
(MOC), China Council for Promotion of International Trade (CCPIT)
and Beijing Municipal People’s Government. And State Councillor Mr.
Wang Zhongyu warmly received all members of the delegation in Zhong
Nam Hai and had a talk with them.
The delegation was
also led by the Association’s Chairman Dr. Liu Jinbao. Mr. Zheng
Kunsheng, Vice Director of Liaison Office of the Central People’s
Government in the HKSAR was invited to be the delegation’s Senior
Advisor, and Mr. Hu Guocai, Director-General of the Economic Affairs
Department of Liaison Office of the Central People’s Government in
the HKSAR as Advisor. The Delegation also included Mr. Che Shujian
and Mr. Hu Zhaoguang, Advisors of the Association, Mr. Wang Huiheng,
Dr. Fu Yuning, Mr. Yang Chao, Mr. Zhou Jie, Vice Chairmen of the
Association as well as Mr. Yi Xiqun, Mr. Lu Xiaochun, Mr. Zhang
Xianlin, Executive Directors of the Association, Mr. Liu Zhiming and
Ms Song Chun, Directors of the Association. Mr. Xu Ze, Vice Director
of the Hong Kong and Macao Affairs Office of the State Council, Mr.
Yan Haiwang, Mr. Chen Yujie and Mr. Wang Chengming, Vice Secretaries
of the Financial Working Commission of the Central Committee of the
Communist Party of China, Mr. An Min, Vice Minister of MOFTEC, Mr.
Yu Zhengsheng, Minister of Construction, Mr. Zheng Yijun and Ms Fu
Wenjuan, Vice Ministers of Construction, Mr. Yu Xiaosong, Chairman
of CCPIT, Mr Wu Xiaohua, Vice Secretary of the Enterprises Working
Commission of the Central Committee of Communist Party of China, Mr.
Zhang Mao, Vice Mayer of Beijing Municipal City, warmly received the
delegation respectively. The delegation introduced Hong Kong’s
economic situation and the general condition of Chinese enterprises
in Hong Kong, as well as the problems and difficulty that the
Chinese enterprises in Hong Kong had encountered in their
development and business activities on the Mainland.
iii. Other Important Delegations
At the invitation of the Yantai Municipal
City People’s Government, the Association organized an 8-member
delegation to attend the APEC Investment Expo of 2001, which was
held from 8 to 11 June in Shandong Province. The delegation, headed
by Vice Chairman Li Fuyou, visited the Yantai Economic and
Technology Development Zone and Yantai CRC Jin Lun Co., Ltd., a
company invested by China Resources (Holdings) Co., Ltd (CRC) in the
zone. At the Expo, CRC had substantial discussions with a leading
Japanese stocking maker on further cooperation.
From 7 to 10 September, Mr. Yuen Mo,
Executive Director of the Association and Vice President of China
Merchants Holdings Co., Ltd., headed a 21-member delegation to
attend the 5th China Investment and Trade Symposium.
During the Symposium, Vice Premier of the State Council Mr. Wu
Bangguo received Mr. Yuen Mo; and Mr. An Min, Vice Minister of
MOFTEC and heads of Xiamen Municipal City met all members of the
delegation. At the Symposium, China Merchants Holdings Co., Ltd.
concluded two business agreements: the first was to develop Zhang
Zhou Taiwan Technology and Industry Area, with a financial outlay up
to 800 million US dollars, and the other was to build Red Wood
International School with over 12 million US dollars.
At the invitation of All-China Federation of
Industry and Commerce and Nanjing Municipal City People’s
Government, the Association’s Chairman Dr. Liu Jinbao led a
delegation to attend the 6th World Chinese Merchants
Conference from 16 to 20 September. The delegation was composed of
Mr. Chen Shoujie, Mr. Cai Laixing, Vice Chairmen of the Association,
Mr. Yuen Mo, Mr. Lu Xiaochun, Mr. Song Zhiwang, Mr. Zhang Xianlin,
Executive Directors of Association, Mr. Zhou Liancheng, Vice
President of COSCO (HK) Group Ltd. and Mr. Sun Hengshan, Vice Chief
Executive of the Association. During the Conference, the delegates
attended the welcome banquet, opening ceremony, China Economy Forum
and closing ceremony, listened to the speeches made by Premier Zhu
Rongji, Chairman of the Chinese People’s Political Consultative
Conference (CPPCC) Mr. Li Ruihuan, Vice Premier of the State Council
Mr. Qian Qicheng, Vice Chairman of CPPCC Dr. the Honourable Henry
Y.T. Fok, etc. Besides, the delegation also made a field tour to the
outskirts of Nanjing.
iv. Co-organizing Economic and Trading
Activities
In 2001, the Association continued to work
vigorously to promote economic exchanges and cooperation between
Hong Kong and the Mainland. In particular, the Association
successfully co-organized 27 Chinese trade fairs, commodity
exhibitions and symposiums in Hong Kong and Shenzhen by 17
individual provinces, autonomous regions and municipal cities. These
included: “Hebei Province Investment and Trade Symposium”, “Hong
Kong & Tianjin Week of 2001”, “Guiyang (HK) Investment and Trade
Symposium”, “Hunan (HK) Investment and Trade Symposium”, “Shandong
and Hong Kong Industrial and Commercial Cooperation Symposium”,
“Guangdong Economic, Technological and Trading Symposium”,
“International Workshop on Opportunities of Exploring West China and
Relevant Policy-Making”, “Yunnan & Hong Kong Tourism and Investment
Promotion Week”, “Anhui (Shenzhen) Investment and Trade Symposium”,
“Liaoning (Shenzhen) Trade Fair and Economic Cooperation Symposium”.
v. Receiving Visitors from the Mainland
In 2001, the Association received over 30
economic and trade missions or study groups from the Mainland of
China, and actively provided advice for their business activities in
Hong Kong. Among these visitors were senior officials from the
Central People’s Government, provincial and municipal authorities,
including: Mr. Ma Junren, Vice Chairman of Inner Mongolia Autonomous
Regional People’s Government, Mr. He Tongxin, Vice Governor of Hunan
Province, Mr. Cui Zhenhua, Vice Governor of Gansu Province, Mr. Bao
Yujun, Vice Chairman of All-China Federation of Industry and
Commerce, Ms Ma Xiuhong, Assistant Minister of MOFTEC, Mr. Tang
Long, Vice Secretary General of Beijing Municipal People’s
Government, Mr. Qi Wenbin, Vice Secretary General of Liaoning
Provincial People’s Government, Mr. Zhang Qiubao, Vice Secretary
General of Anhui Provincial People’s Government, Mr. Sun Guoqiang,
Mayer of Guiyang Municipal City, etc.
IV. SERVING MEMBER COMPANIES
i. Topical Talks and Training Programmes
To help member companies of the Association
to have a better understanding on business environment and
management expertise, the Association continued to invite experts
and scholars to have talks on economic, political and social hot
topics. Important topical talks held in the year under review
included: “Bush Administration’s Diplomatic Policy to China”,
“China’s B-share Stock Market”, “China’s WTO Accession and Reforms
of Foreign Economic Law”, “Mergers & Acquisitions of SMEs”, “An
Outlook of Hong Kong’s Stock Market”, “Investment Funds and
Strategy”.
In June, the Association launched a 3-day
“Financial Management and Accounting Training Programme” on which
more than 300 managers and CFOs of member companies enrolled. The
programme covered accounting rules of Hong Kong, case studies on
prevention against bribery and fraud, rules of Listed Companies, and
so forth.
ii. Providing Business Information To Member
Companies
The Association provided information to
member companies by various means, including encouraging them to
participate in various kinds of policy workshops, conferences,
exhibitions and trade fairs. For instance, the Association
circulated information among member companies on the International
Workshop on Opportunities and Policies of Exploring the West, the
Symposium of China’s Policy Changes on Utilizing Foreign Investment,
trade fairs, commodity exhibitions and the like. Another example was
that the Association arranged special meetings for managers of China
Travel Service (Holdings) H.K. Ltd. and officials from the Consulate
General of South Africa in HK to discuss co-operation in tourism
between China and South Africa.
iii. Recreation and Cultural Activities and
Tours
On 4 May, the Association’s Youth Committee
held a ball in celebration of the 10th anniversary of the
founding of the Association and the Youth Festival. Mr. Liu Shanzai,
Vice Director of Liaison Office of the Central People’s Government
in the HKSAR joined the happy occasion together with over 100 staff
and workers of member companies. The Association’s Vice Chairman Mr.
Zhou Jie, and Chairman of Youth Committee Mr. Li Zhenghuai spoke on
the occasion respectively. They hoped that young staff and workers
of member companies would carry on the tradition of patriotism,
loving both their country and their territory, and motivate
themselves to work harder for further development of Chinese
enterprises in Hong Kong.
The Association’s Recreation and Sport
Committee organized a two-month badminton match followed up with a
reward presentation ceremony on 5 May. Mr. Hu Guocai,
Director-General of the Economic Affairs Department of Liaison
Office of the Central People’s Government in the HKSAR, watched the
final and chaired the ceremony. The Association’s Vice Chairman Mr.
Zhou Jie delivered a congratulatory speech at the ceremony. Other
guests invited to the occasion were Mr. Zheng Tuosheng, Vice
President of China Overseas Holdings Ltd., Mr. Lu Reian, Vice
President of China Travel Service (Holdings) H.K. Ltd., Mr. Cai
Hangxiang, Vice President of Yue Xiu Enterprises (Holdings) Ltd.,
Mr. Sheng Yiping, Vice President of Ta Kung Pao (HK) Ltd.
Additionally on 7 July, the Association’s badminton team had a
friendship match with their counterpart of Hong Kong Fire Services
Department. Vice Chairman Mr. Zhou Jie and Vice Chief Executive of
the Association Mr. Zhu Shixiong watched the match.
To celebrate on the 4th
anniversary of Hong Kong’s reunification with its motherland, the
Association and Shanxi Provincial People’s Government jointly held
an artistic performance on 27 June. The Troupes of Shanxi Province
were invited to perform Tang Dynasty Style Dance exclusively for the
occasion. Mr. Zhao Dequan, Vice Governor of Shanxi Provincial
People’s Government, Mr. Yang Chao and Mr. Zhou Jie, Vice Chairmen
of the Association, Mr. Lam Kwong Siu, Treasurer of the Association
attended the occasion, which was covered by local media in
publications such as Ta Kung Pao and Wen Wei Po.
In July, the Association organized a chess
match that attracted over 60 competitors from 26 member companies.
On 28 July, a closing ceremony was held to present trophies to the
winners. And the Association’s Vice Chairman Mr. Zhou Jie attended
the ceremony together with other guests.
The day before the Founding Day of the
Chinese People’s Liberation Army (PLA), a comfort group composed of
members of the Association’s Youth Committee, and Recreation and
Sport Committee visited the headquarter of PLA troops stationed in
Hong Kong and a navy base. Commander-in-chief Mr. Xiong Ziren and
Political Commissioner Mr. Wang Yufa of the troops received the
visiting group.
To celebrate the 52nd anniversary
of the founding the People’s Republic of China, the Association held
two artistic performances at Sunbeam Theatre on 25 and 26 September,
and the Guangzhou Troupes were specially invited to perform a
gorgeous dance-drama titled Star Ocean & Yellow River. Mr. Che
Shujian and Hu Zhaoguang, Advisors of the Association, Mr. Wang
Huiheng, Chen Shoujie and Zhou Jie, Vice Chairmen of the
Association, Mr. Lu Xiaochun, Executive Director of Association,
attended the festivities, sharing the joy with heads of various
departments of Liaison Office of the Central People’s Government in
the HKSAR and heads of other chambers in Hong Kong. Also, the event
was covered in local media, in publications such as Wen Wei Po and
Hong Kong Commercial Daily.
To further commemorate the happy occasion,
the Association organized a social function on 27 September, which
attracted more than 200 staff and workers of member companies. The
Association’s Vice Chairman Mr. Zhou Jie expressed his wishes in his
address on the occasion that they would make further contributions
to the development of their companies and to stability and
prosperity of Hong Kong.
On 28 September, the Association’s Youth
Committee and ICAC jointly sponsored a function entitled
“Anti-Corruption Together” in which 135 representatives from 15
member companies took part. The vivid and instructive event was
helpful to reinforce the participants’ norm of anti-corruption.
The 9th Session of National
Sporting Games opened on 11 November in Guangzhou, and the
Association arranged some representatives of HK local staff and
workers of member companies to attend the happy occasion.
From 16 to 18 November, the Association’s
Recreation and Sport Committee, and Youth Committee jointly
organized a study tour to Guangxi Province. And 21 members of the
committees joined. The study tour proved to be fruitful in
strengthening friendship and promoting the work of the committees.
On 20 December, the Association’s Youth
Committee, Recreation and Sport Committee held a ball jointly for
the upcoming Christmas and New Year. Vice Chief Executive Mr. He
Tongbao joined the happy occasion together with some 120
representatives from member companies.
V. TAKING PART IN HONG KONG SOCIAL AFFAIRS
i. Supporting Beijing to Bid for the Olympics
Games of 2008
Beijing bidding for the Olympic Games was a
great event among all Chinese around the globe, and the bidding
process, cohered with all Chinese efforts, showed the great power of
the unification of Chinese nation. Likewise, supporting Beijing’s to
bid for the Olympic Games was one of the most important social
activities of the year in Hong Kong. And in such activities, the
Association played a leading role all the times. (Picture 20)
On 13 July, the Committee on HK Sporting
Community Supporting Beijing in Bidding for the 2008 Olympic Games
launched a big event entitled “Living in Hong Kong, Inspiring
Enthusiasm in All -- Supporting Beijing to Bid for the 2008 Olympic
Games”, in which the Association took part as one of the sponsors
and Chairman Dr. Liu Jinbao was invited as officiating guest of the
unveiling ceremony. The Association’s Vice Chairman Mr. Zhou Jie,
Treasurer Mr. Lam Kwong Siu, Vice Chief Executive Mr. Zhu Shixiong
also joined the occasion together with many staff and workers of
member companies.
Also on 13 July, some members of the
Association’s Youth Committee joined the “Gathering of Awaiting Good
News of Beijing’s Bid for the Olympic Games” held by the Organizing
Committee of the Standing Committee for HK All-Youth Community
Celebrating the National Day in the assembly hall of North Point
Treasure Restaurant.
And to celebrate Beijing’s success in bidding
the Olympic Games of 2008, the Association hosted a banquet jointly
with Beijing Holdings Ltd. on 16 July. Special guests invited to the
happy occasion included: Vice Directors of Liaison Office of the
Central People’s Government in the HKSAR Mr. Wang Fengchao and Mr.
Liu Shanzai, Vice Commissioner of the Ministry of Foreign Affairs of
the People’s Republic of China in the HKSAR Mr. Cui Zhanqiao,

Office of the Central People’s Government in the HKSAR Mr. Hu
Guocai, Director-General of Publicity, Culture and Sports Department
of Liaison Office of the Central People’s Government in the HKSAR
Mr. Zhao Guangting, Secretary for Home Affairs Mr. W.K. Lam,
Director of Leisure and Cultural Service Department Mr Leung
Sai-wah, Paul, JP, Member of the Standing Committee of the CPPCC

Jie, Executive Directors Mr. Yi Xiqun, Mr. Bi Yipu, Mr. Zhang
Xianlin were present at the festivity. The banquet was chaired by
Vice Chairman Mr. Zhou Jie. Mr. Che Shujian, Mr. Liu Shanzai, Mr. W.
K. Lam, Mr Leung Sai-wah and Mr. Yi Xiqun addressed on the occasion
respectively.
ii. Supporting Hong Kong’s Charity
Undertakings
“The Community Chest” Donation Ceremony was
held at the TVB auditorium on 27 May. To show its love for Hong Kong
people and support for Hong Kong’s charity undertakings, the
Association donated 500,000 HK dollars to the chest. The Chairman of
the Community Chest, Mrs. Betty Tung expressed her deep appreciation
when the Association’s Vice Chairman Mr. Zhou Jie handed over the
donation cheque on behalf of the Association. On 27 September, Mrs.
Betty Tung chaired the Community Chest Annual Presentation of Awards
2001/2002 in Government House, and Vice Chairman Mr. Zhou Jie, on
behalf of the Association, attended the ceremony and accepted the
reward.
On 5 July, the Hong Kong Women Fund hosted a
fund-raising publicity ceremony for the film titled “Together
Forever”, and Vice Chairman Mr. Zhou Jie was present at the
invitation. To show its support for the fund, the Association made
contributions by organizing some staff and workers of member
companies to watch the film.
iii. Anti-Fa Lun Gong Movements
In 2001, the Association, together with other
communities in Hong Kong, actively took part in the movements
against the heretical religion Fa Lun Gong. On 2 September, the Hong
Kong Culture Association Ltd. and Wen Wei Po jointly held a
large-scale picture exhibition titled “Objecting the Heretical
Religion, Adoring Civilization” at Hong Kong Conference and
Exhibition Centre. The Association’s Advisor Mr. Che Shujian, Vice
Chairmen Mr. Wang Huiheng and Mr. Zhou Jie, Vice Chief Executive Mr.
Sun Hongxing attended the opening ceremony. And the Association,
China Resources (Holdings) Co., Ltd., China Merchants Holdings Co.,
Ltd., China Travel Service (Holdings) HK Ltd., China Everbright
Holdings Co., Ltd, China Insurance H.K.
(Holdings) Co., Ltd., China Overseas
Holdings Ltd., China Aerospace
International Holdings Ltd., Beijing
Holdings Ltd., Tsinlien Group Co., Ltd. and China Legal Services
(HK) Ltd. all joined the event as co-organizers. Nearly 2,000 staff
and workers of the Association’s member companies visited the
exhibition, which had a positive and widespread influence among Hong
Kong people.
vi. Other Social Activities
After the Honourable Tung Chee-hwa publicized
2001 Policy Address, the Association held a conversazione on 11
October with attendance of some representatives and researchers from
member companies. The Association’s Vice Chairman Mr. Zhou Jie,
chaired the meeting and addressed. To sum up views aired at the
conversazione, the attendees believed the Policy Address was
objective, practical and forward-looking, and that such policy goals
based on benefits of the public combined with the implementing
measures were workable. Wen Wei Po, Ta Kung Pao, Hong Kong
Commercial Daily, the CCTV and the Xin Hua News Agency inquired about
and reported the conversazione.
The year of 2001 was the 90th
anniversary of the October Revolution 1911. On 7 October, Hong Kong
Culture Association Ltd. and Friends of Hong Kong Association Ltd.
jointly sponsored a grand evening party at Hong Kong Convention and
Exhibition Centre to commemorate the 90th anniversary of
the October Revolution 1911. The Association’s Advisor Mr. Che
Shujian, Vice Chairman Mr. Zhou Jie, Executive Directors Mr. Yuen Mo
and Mr. Zhang Xianlin were in attendance. A subscription banquet was
also held, which the Association and over 20 member companies such
as Bank of China (HK) Ltd., China Resources (Holdings) Co., Ltd.,
China Merchants Holdings Co., Ltd., China Everbright Holdings Co.,
Ltd, China Aerospace International
Holdings Ltd., and so forth, joined as
co-sponsors. Again at Hong Kong Convention and Exhibition Centre on
5 December, the Association, Hong Kong Commercial Daily and another
two organizations jointly hosted a film reception titled “Carrying
on the Patriotism of Huang Pu Soldiers, Promoting the Peaceful
Unification of the Motherland”, which attracted wide-spread
attention of various communities in Hong Kong. The Association’s
Vice Chairman Mr. Zhou Jie attended the reception, together with
some other 600 guests, including leaders of a dozens of patriotic
organizations and some Huang Pu Soldiers in Hong Kong.
In 2001, the Association actively as ever
took part in the relevant work of commemorating the National Day
together with other communities in Hong Kong. Chairman Dr. Liu
Jinbao was again elected Chairman of the Chairmen’s Committee of the
Preparatory Committee of Hong Kong Industrial and Commercial Sectors
in Celebration of the 52nd Anniversary of the Founding of
the People’s Republic of China, and Vice Chairmen Mr. Wang Huiheng,
Dr. Fu Yuning, Mr. Chen Shoujie, Mr. Yang Chao, Mr. Wu Jiesi, Mr. Li
Fuyou, Mr. Cai Laixing and Mr. Zhou Jie as members of the Chairmen’s
Committee, with Executive Director Mr. Yi Xiqun and Mr. Zhao Bin as
members of the Preparatory Committee. With the Association’s full
participation, the Preparatory Committee held the Reception of Hong
Kong Industrial and Commercial Sectors in Celebration of the 52nd
Anniversary of the Founding of the People’s Republic of China and
other commemorating activities.
Still, the Association played an active role
in the Hong Kong Ethnics Development Advisory Committee, and worked
together with other communities to promote business and related
ethnics, and to uphold good corporate governance as well as to
enhance Hong Kong’s competitive edge.
VI. ANNUAL GENERAL MEETING, BOARD OF
EXECUTIVE DIRECTORS AND SECTOR COMMITTEES
i. 2001 Annual General Meeting
The Association Annual General Meeting of
2001 was held on 14 June. Chairman Dr. Liu Jinbao, Vice Chairmen Mr.
Wang Huiheng, Dr. Fu Yuning, Mr. Li Fuyou, Mr. Zhou Jie, Treasurer
Mr. Lam Kwong Siu, Executive Directors Mr. Yuen Mo, Mr. Lu Xiaochun,
Mr. Song Zhiwang, Mr. Liu Jinxiang, Mr. Zhao Bin, Mr. Zhang Xianlin
and some 200 representatives from member companies attended the
meeting. Mr. Liu Shanzai, Vice Director of Liaison Office of the
Central People’s Government in the HKSAR, was also invited to the
meeting.
The meeting was chaired by Vice Chairman Dr.
Fu Yuning. On behalf of the Board of Directors of the Sixth Term of
Office, Chairman Dr. Liu Jinbao reported at the meeting the work
that has been done by the Association in the previous year, and
Treasurer Mr. Lam Kwong Siu reported the Financial Statements of the
Association. The meeting passed the two reports and another proposal
that invited Deloitte Touche Tohmatsu as Auditor of the Association.
On behalf of Liaison Office of the Central
People’s Government in the HKSAR, Mr. Liu Shanzai delivered a
congratulatory speech at the Annual General Meeting. He thought
highly the accomplishments achieved over the past 10 years by
Chinese Enterprises in Hong Kong, and wished further progress and
greater contribution to Hong Kong’s prosperity and stability as well
as the economic cooperation between Hong Kong and the Mainland.
ii. Board of Executive Directors
In 2001, the Association’s Board of Executive
Directors proceeded well and had 9 formal meetings to decide on
important activities to be launched, such as a series of festivities
of commemorating the 10th anniversary of the founding of
the Association.
iii. Sector Committees
In 2001, the Association’s Sector Committees
underwent some restructuring under the guidance of the Association.
They had gatherings and held other activities to exchange
information on the development of relevant sectors.
The Committee on Building held a seminar on
HK’s building market. Mr. Zheng Kunsheng, Vice Director of Liaison
Office of the Central People’s Government in the HKSAR was invited
to address at the seminar. Officials from Ministry of Construction,
MOFTEC and the Office of Hong Kong and Macao Affairs of the State
Council were also in attendance.
On 12 September, the Committee on Investment
held a general meeting that summed up the work of the previous two
years and elected new Chairman and Vice Chairmen. Mr. Zheng Kunsheng,
Vice Director of Liaison Office of the Central People’s Government
in the HKSAR, and Mr. Sun Wenxiu, Vice Director-General of the
Economic Affairs Department of Liaison Office of the Central
People’s Government in the HKSAR were invited to the meeting. The
Association’s Treasurer and Chairman of the Committee on Finance Mr.
Lam Kwong Siu, Vice Chief Executive Mr. Zhu Shixiong spoke at the
meeting.
The Committee on Insurance and the Committee
on Advertising, Publishing & Consultancy had gatherings very often
as well.
